Today, The Center for Learner Equity submitted formal comments to the U.S. Department of Education (ED) related to the Every Student Succeeds Act accountability and state Title I planning provisions.
Highlights of The Center for Learner Equity recommendations related to charter schools and special education students include:
- Requesting ED to eliminate an outdated NCLB regulation allowing States to count students whom have exited special education to continue to be counted in the students with disabilities subgroup [up to two additional years] for the purposes of reporting and accountability;
- Supporting ED’s proposal to require States to provide both an overall summative school rating and a ‘dashboard’ of information about how a school performed on each indicator within its accountability system, as measured for all students and for each subgroup;
- Supporting ED’s proposal requiring State report cards to include how the charter school student achievement and other reported data compares to the district(s) from which the charter school draws a significant portion of its students or geographic community; and,
- Requesting a new provision to allow States to use Title I  funds to support students enrolled in comprehensive support and improvement schools to transfer to a charter school run by a highly successful operator.
