On September 30, 2021, the U.S. Department of Education released extensive guidance, entitled Return to School Roadmap: Development and Implementing of Individualized Education Programs in the Least Restrictive Environment under the Individuals with Disabilities Education Act.

- Barriers to obtaining a Free and Appropriate Public Education (FAPE) for students with increased health risks due to COVID-19
- The necessity of meeting the social, emotional, behavioral, and mental health needs of students with disabilities
- Compensatory services in the wake of the pandemic
